Connecting use cases to requirements

Hello,
I have a question: is it possible to connect use cases with requirements ?
I need n to m connection between those types. (directly, not through test case)
I need also divide functional requirement to smaller parts.

I see that in TL 1.10 following feature is planned:
"Integrate collaboration with tools for requirements"
What does it mean ?

I investigate possibility of collaboration with CM SYnergy. But Synergy doesn't allow easy online access :-(
My purpose was develop generic interface (similar to Bug trackers interface) for requirements. So users could use sophisticated tool for requirements instead of internal one.
You can state your interest and wanted features in our tracker. Just now there is no plan in 1.9 todo it. So you can contribute more robust "requirements" features if you would like to speed-up your need.
