I figured it out - it turned out to be an error in my mantis.cfg.php file where the following setting was being applied:
define('BUG_TRACK_DB_CHARSET',"windows-1250");

I was using testlink 1.7.5... then backed up the folder/db... deleted all the testlink files... copied all the latest 1.8.3 files up... performed the database schema upgrade, along with the database migration... but for some reason when I access testlink now I get a bunch of errors like this: ERROR ...
