I want to restrict users from deleting the test cases/ builds/ plans but provide edit privileges. How can I do that? Any Idea or anyone tried this before??

In my project, the no of applicable test cases keep varying for each build. Hence I want the charts to display only the latest build results. I couldn't find the PHP to be modified for the same. Did any one try this?
Currently the chart displays combined results including latest and previous builds.
