Do a fresh install and retest

Create a test suite with a test case, create a test plan , build and execute this case as blocked , then check your db

If this is happening you have some strange config issue

What kind of authentication are you using? Native? LDAP?

IMHO 1.9.6 is not an option when 1.9.20 has been released

have you checked in the CHANGELOG of Testlink Version > 1.9.7 to understand if this has been fixed?

have you checked the testlink logs?
have you checked the php logs?
have you checked the apache logs?

Pot with the Issue raised in 2015, has nothing to do with changes done on 2020 by JIRA due to GDPR.
Integration is broken but on 2020 by a different reason
