Test Specification vs Language setting

I am playing with TL 1.9.0 in xampp.
i noticed while creating test suites and test cases that i had even more typos than usual. it turned out there was a "MY Settings" entry for locale that was set to English, happily ignoring the fact that my machine and its keyboard have never been outside Germany, ever.

The typos stopped coming when i changed the locale to German. But now here are some questions:
- is locale not defaulted to whatever the installation machine has set? this would be a serious hinderance to this software making it into my company's pool of allowed software.
- is it really true that locale settings also define a user's language preference? we have traveling testers that come to Germany from India and they get PCs with German keyboards but need the machine to speak English to them. how can this be set up?

locale is related to user (you have been noted this when you have created your first user) => has to be configured on user base or you can using config_custom_config.php set other locale that english as default.
