[SOLVED - PHP VERSION] No navigation displayed - 1.9.8

I am having problems installing Testlink 1.9.8 so hope the community can help me as I have run out of ideas.

I am installing to a Shared Hosting account (Hostmonster) and when I follow all the installation steps and log in with the default Admin user the GUI does not display the full navigation main page. It also does not redirect me to create a new project as none exist.
I have attached an image of what can be seen.

I have tried everything I can think of so I hope someone can help?

check for permissions on templates_c directory, daemon used to run webserver need access to it
get the Bitnami VM, install on a test server, and if everything goes well you can check permissions and replicate on your server

Thanks for your reply. I have checked the permissions on the template_c and these are set correctly.
It seems that the application is not redirecting to create Project. I understand if no project is present the user should be redirected to create one.
This is not happening and I am not sure why?
Could it be that the installation is in a sub directory of the domain. It is setup as http://DOMAIN/testlink/

no, I'm using a similar install in production without any issue.
you need to start to check any log:
TestLink, webserver

PHP VERSION can be the issue use 5.4

Thanks for your help on this. I changed the PHP version to 5.4 from 5.2 and all is working OK now.
