Re-Send "Send mail notification to tester"

I am using TL 1.9.5, checked the forum & manist for "mail" but got not the right answer,(as well i looked through the config.inc.php) so i try it here with a new topic.
If I assign Testcases (or "bulk assign" testcases) to testers, tick the box "Send mail notification to tester" and then "Save", mails are sent out correctly.
If i want to re-send this mail, just by selecting all testcases, but do not assign new testers, tick the box "Send mail notification to tester" and then "Save", No Mails are sent out anymore.
To make it work, i need to de-assign the testers and re-assign them and then the mail is sent again.
The problem raises for me, that if i create a new build from an existing one with assignments included, i want to notify my testers, that they could start testing by re-send the notification message from
the assignment dialog window like described above.


Is there a workaround/configuration/hint out there, which would solve my problem

1. 1.9.5 is too old, upgrade to 1.9.9 with latest fixes
