Can you install and run TestLink on a local machine ?

I'm totally new to Test Link and just wanted to know if it can be set up and run on a local machine or can it only be run with a valid web server ?
The reason I ask is I am trying to evaluate it in terms of ease of use and effectiveness for a project I am currently working on and wanted to do this is a localized environment before recommending to the client install and configure it on their web server.

Can some let me know if this is possible and what to do if it is ?

you can run TL in any machine that has the needed pieces (i.e. a web server, a db server, php enabed, etc)

Try on source force there is an exe for version 1.7.1 with all pieces you need to test TL and Mantis
