Installation of Test LInk testlink 1.7.3 php 5.2.5 IIS 6

Hi Team

i installed Test link 1.7.3 and it went on fine.. first i just want to thank the devlopers and other guys who worked on it.. but when i am browsing the test link directory from my iexplorer i got below mention error message

The website declined to show this webpage
HTTP 403
Most likely causes:
This website requires you to log in.

i am accesing this page http://10.3.8.112/testlink after the installation.. do i need to access any other page to login or i had done something wrong.. please help me on this.. if possible you can tell how to login i am new to php and mysql .. do i need to start any of service .. mysql service is running fine.

This seems a problem with ISS authentication.
Please try setting the web server security level to absolutly insecure, and retest
