I've tried everything. went through the install doc. tried tutorials. I'm at a loss. I added all the necessary mysql extensions to the php.ini file.
I installed mysql 5 & PHP 5. PHP works fine on the site, but the mysql is not working. The MySQL administrator says that mysql is running fine. Just can't get the testlink site to talkl to it.

I found the problem
I needed to move the php.ini into the windows\system32 folder.
