All Strings Missing from Clean 1.7 installation

I installed 1.7 by copying the files to my web server and running the automated installation script. Everything seemed to go smoothly and I was able to then log in, however no strings appear, obviously I'm doing something foolishly wrong, but I'm not sure what. My active test system is at http://www.softulz.net/testlink If someone has any ideas as to why the strings are not displayed I would appreciate the help.
