After Upgrade to 1.6.3 Test Suites cannot be assigned

After upgrading from ver 1.6.0 to 1.6.3 no Test Suites are dislplayed on the Assign Test Suites to user page. I cannot view a list of Test Suites either.

Users that are already assigned to a Test Suite cann execute but I cannot add users to a Test Suite.

Has anyone seen this before or know how to correct it.

Please migrate to 1.7, 1.6.x will be no longer supported

I decided to upgrade one TestLink server from 1.6.0 to 1.7 RC2. I get the following error that prevents me from moving forward.

TestLink setup will now attempt to setup the database:

Please be sure you are following the right path:

1. install 1.7 on a NEW DB
2. return to the installation screen and use migration option
