charset conversion problem

Hey guys.
I used to work with Testlink 1.6 for quite a while now.
In this way, i'd like to thank you for your great work!

Now my Problem:

I wanted to update my Testlink instance.
The installation worked just fine, but when on the login-page i get strange errors telling me about a charset conversion problem.
The exact error i get is:

Notice: iconv() [function.iconv]: Wrong charset, conversion from `ISO-8859-1' to `UTF-8' is not allowed in /opt/lampp/htdocs/dev/testlink_170/lib/functions/lang_api.php on line 54

This error is displayed like 20 times.

Details of my installation:

DB: MySQL 5.0.18
PHP: 5.1.1
Aapache: 2.2.0

The Database was created using the 'utf8-bin' collation.

Did anyone else have this problem before?
Does anyone have a solution for this problem, or any idea how to solve it?
