how to make the test steps in vertical layout in export doc

I have set vertical in config.inc.php:
$tlCfg->spec_cfg->steps_results_layout = 'vertical';

The testcase layout in test specification page already becomes vertical. while use the "Generate Test Specification Document" function, the document layout is still in horizontal. How to change this? I have searched the forum but can't find answer.
