Create/Split edit and delete rights

Hello,

I am looking to create a new right that has the same ability as "Test Case create/edit" but does not have the ability to delete test cases. I see in the database that there is a table for rights but that is just the id and names. Does any one know how to edit or create new rights? Are the rights split up in 1.9.3+ or 2.0?

We are running Testlink 1.9.2 under IIS7 w/ MSSQL

issues will be not related to creation of new rights, but changes on all features that check this rights.
Analizing the code you can do changes for your self (I suggest anyway using latest code from gitorious)
If you have no time/skills to do this implementation Dev team can do a payed custom development
