No.
You should upgrade the DB each version. Read the release notes - upgrade section.
I'm copying fman answer:

Right migration process is always the same

take your 1.9.3 , get 1.9.4 => upgrade and test
now start with your 1.9.4, get 1.9.5 => upgrade and test
now start with your 1.9.5, get 1.9.6 => upgrade and test
now start with your 1.9.6, get 1.9.7 => upgrade and test
now start with your 1.9.7, get 1.9.8 => upgrade and test

slow and long (not so long) but the safer path.
I've done an upgrade starting on 1.9.5 following this method without any issue
start with your 1.9.5, get 1.9.6 => upgrade and test
now start with your 1.9.6, get 1.9.7 => upgrade and test
now start with your 1.9.7, get 1.9.8 => upgrade and test

I have read the README file attached in the 1.9.9 package.

I make the Backup of DB and config.inc.php files
Then launch the installation .
In the installation Testlink asks me for a DB. Have I to create a new one or have I to introduce the current DB?

The last point would be to upgrade the DB using de sql scripts, is this correct?

The upgrade point in the README file is not very clear in my opinion.

Thanks

Hi,
I am trying to upgrade the testlink from 1.9.3 to 1.9.9. As part of that, initially I am trying to upgrade from 1.9.3 to 1.9.5 and then to latest versions.

1) Untarred the 1.9.5 install file into a separate directory
2) Copied the custom_config_incp.php file config_db_inc.php file from the 1.9.3 directory to the 1.9.5 directory
3) Took the backup of testlink db using "mysqldump" utility
4) Then ran the given two sql scripts to upgrade the database using "mysql"
5) Made sure that the DB is upgraded
6) Now made testlink point to new testlink-1.9.5 directory
7) Accesses the testlink from web browser. I see a blank page.

What should be done to being the testlink-1.9.5 up and running. Once this is up and running, planning to upgrade to 1.9.6 and then to 1.9.7 => 1.9.8 => 1.9.9.
Please help.

If you are currently on 1.9.3, then you should upgrade to 1.9.4 first (not 1.9.5)
