PHP Notices in the events

How can I resolve the following being logged everytime people edit their steps:
WARNING E_NOTICE Undefined index: actions - in /usr/local/testlink/gui/templates_c/%%6C^6CC^6CC329AE%%tcStepEdit.tpl.php - Line 168
My environment is:

• RHEL 5.0
  Apache 2.2.3
  MySQL 5.1.50
  PHP 5.3.3
  TestLink 1.9 Beta 5

I can suppress the warning by editing php.ini, but would prefer to resolve the warning.
