Fatal error: Cannot redeclare smarty_core_load_plugins

I've recently install XAMPP on Windows Server 2008 64bit and tried to install TestLink 1.9 beta 3.
I've passed the setup step successfully, then entered username and password and get screen with the following error:
"Fatal error: Cannot redeclare smarty_core_load_plugins() (previously declared in C:\xampp\htdocs\testlink\third_party\smarty\libs\internals\core.load_plugins.php:16) in C:\xampp\htdocs\testlink\third_party\smarty\libs\core\core.load_plugins.php on line 121
"
