Incorret Accented Character - pt_BR

My friends, good morning,

I have a problem relationed with the application "charset". When I set up the charset to "ISO-8859-1" and language to "pt_BR" the accented is corrected, but the "description and others texts" contained into the some pages continue incorrect. This "descriptions and texts" are loaded from external files (description.php and text.php). Anybody have some idea of how can I to correct this?

When the default "charset" configuration (UTF-8) is maintained, tha accented characters in portuguese (Brazil) are distorted.

Adding, I've tried to configure but without success:
- $tlCfg->charset = 'ISO-8859-1'; (alter)
- $TLS_STRINGFILE_CHARSET = "ISO-8859-1"; (pt_BR -> strings.txt - alter)
