Import File size issue

Hi

I m having a problem with modifying the file upload size.

I hav insert this line into custom_config.inc.php

$tlCfg->repository_max_filesize = 10; //MB

And my php limit is set to 20
But the actual size is turn out to be ~8MB not 10

And even I tried vary the numbers but the actual size remain the same
However I was requested to change each repository size to 20MB.

Do u hav any suggestion/solution/etc? PLZ HELP !!!!
