Access database and delete user

I have TestLink version 1.9.10-0, start the application and the database for a script. I can not access the database, I found a configuration file called config_db.inc.php that contains information about the bank, but can not access. I need to delete users who also can not make the application, someone help?

You will probably need to be clearer with the problems you are seeing. A couple of questions pop up after reading your post.
1. Is this a brand new install of TestLink?
2. Is this an older xamp install or something?
3. Which Authentication method are you using, LDAP or DB?

1 - I installed it has more than 1 year.
2 - I do not know exactly, I downloaded the BitNami.
3 - DB
