There are 2 new switch options when adding a platform

I've not seen any documentation indicating their purpose or interactions.
This is on 1.9.20 - and I notice that "on execution" defaults to "on" once you create the platform anyway.

@tesisquare (www.tesisquare.com) we have found that we need to provide indication during design regarding on what product version (we use the platforms for identify product version) the test case was applicable.
Platforms from the beginning was aimed to a similar scope but when adding the test cases to the test plan.
Then the idea is:
you can have PLATFORMS/ENVIRONMENT that you use ONLY during design to provide a hint to the test plan creator, but you do not want to record execution against these platforms -> you enable it ONLY on design.
In a similar way you want that Platforms used to record execution be only present at this time -> you enable it ONLY on execution
hope things are now a little bit clear.
As usual is probably that the TestLink API is not updated to manage these two new attributes, but this will be developed in the future
