Assigned to filter - special values Any / Nobody / Somebody

Any => get test cases WITH AND WITHOUT Tester assignment on BUILD
Somebody => get test cases ONLY WITH Tester assignment on BUILD
Nobody => get test cases ONLY WITHOUT Tester assignment on BUILD
