Export from one TL -> import to other TL

Greetings:

Setup:
Two servers, both running 1.9.3 on MYSQL.

On one, I have a project that I'd like to move over to the other server.

Exporting the project results in a very, very large XML file that can't be imported.

Moving down the chain to exporting a test suite, I get a 3.11 MB .xml file.

After first importing keywords and other custom values that might be referenced, I try to import this file on the second TL server.

It fails. No message or log as to why the import failed. All I get is a dialog box of "you need to choose a file!" (or somesuch).

I've looked at the import structure examples and made a small modification to my file (adding an empty test suite around the contents), but even this doesn't work.

Ideally, I'd love to solve the problem, but more importantly, what sort of debugging can I do to see what is happening on the import?

EDIT: After figuring out where the temp directory was, it looks like the file isn't getting to the server at all. Smaller files, such as the keywords and custom fields xml files, were successful, but this big file...
