That file should be located wherever PHP is installed, likely: C:\Program Files (x86)\PHP.

...or if you might be using an alternative, such as XAMPP, then it might be located in: C:\xampp\php

Either way, it depends on how/where PHP is located. You can likely search the system to find the php.ini file.
