Is it possible to make Test plan independent from Build?

I want to make TestPlan independent from Build. I have to many TestPlans in one time and to many Builds with new versions of software, so in my situation its hard to control it only from leader position. Have anyone tried to disable Execute function and make TestPlan independent from builds? How you cope with that problem in big organisation (many builds and many testplans in one time)?

You can't, sue to how we have thinked DB SCHEMA, and relationship bewteeen items
