upgrade from 1.9.12 to 1.9.3

Hi I was trying to perform an upgrade from 9.12 to 1.9.3 as mentioned in the installation guide
"This upgrade is common for bug-fixing releases or release candidates. Maintenance (Bug
fixing) release is for example 1.6.0 -> 1.6.1. Database schema shouldn't changed in this case.
Please, follow the next steps:
• Backup all files of the previous version in testlink directory and database.
• Remove the all files from directory.
• Copy a new version to the same directory.
• Copy config_db.inc.php and custom_config.inc.php file to the new structure and
modify other configuration parameters and changes according your previous settings
(for example in config.inc.php file).
• Now, it should work.
"

It didn't work, Testlink login page didn't load after the change of files, am I missing something here ?
Is there any other way to perform such upgrade ?

there are too many wrongs things in your post, my suggestion is delete your post and restart.
you can not migrate from 1.9.12 to 1.9.3!!!
may be you want to move from 1.9.12 to 1.9.13 ?

Yes, wanted to move (I called it upgrade, didn't say Migrate).
Anyway, started a new machine . so currently not urgent.
Still I wonder if I could have done things differently .
