Custom field for test plan

Hello,
I want somehow to set estimation time /custom/ field for all tests, which are assigned to 1 user
Is there a possible way for that?
Can I add custom field to 'Assign Testers to Test Execution' mask? Or can I add custom field for Test plan design, that is valid for test suites?

no CF assign can be done using user as criteria

test plan design is only valid for test cases
