Requirements based Report

Dear All
Currently we are looking for a possibility, where we can create a report based on requirements whether or not the requirement has a linked test cases. For this we would like to rebuild the report "Requirements based Report" but this report only shows requirements with test cases, where test case has an assigned user.
We would need this report with following data:

- - Linked Test Case if any independent test case has an assigned user
