Can't assign cases to testers and can't execute tests

I think these are related.

I am new to TestLink. We are running version 1.8.4 on MySQL on CentOS.

I have test cases and have assigned them to test plans in the specification page.

When I try to execute tests there are no cases to execute. When I try to assign cases to a tester there are no cases to select so they can be assigned. When I click on the plus sign next to the folder it never opens, it shows the spinning animation for a few minutes then stops.

What could be wrong?
