Problem with setup?

Have a new installation of testlink 1.8 RC1 on Red Hat. Logged in as admin. Created a new project. Problem is, when I need to create the tests, in the test specification screen (Illustration 3 of the User Manual) there is no controls on the right hand side. Only the Get Started steps.

Is something missing during the installation?

1.8 RC3 has been released => delete your install and install last version
