Report on closed test plans (Mantis 0002461)

All,

I just upgraded to 1.8.3 in order to pick up the fix to 0002461 (Test results must be available for a deactivated TestPlans). However after upgrading the site and restarting the web server, I am still not able to find a link/dropdown to allow me to run the reports. The resolution to the issue is vague on the details of what was implemented, but just says:
Allowed all Test Plans in combo-box. New function created in testplan class.

Where is this combo-box supposed to show up? Also, is there a configuration setting that needs to be enabled?
