I am unable to Add testcases/test suite after creating Test

hi,

I am in the process of evaluating the test link.
I have created a test project and TEstplan .

As an administator/Leader i am not able add any requirements and Testsuite/test case.

Am I doing some thing worng here.
Please help here at the earliest.

Create at first requirements from the main view site.

Then you can create some test cases for this requirements and then add them to your test plan.
