I can't see the HTML-Help-files in Testlink

Hello TL-User
I am working with testlink1.8.3 since some weeks.
Now I found in the installation of testlink the following files:
testlink\gui\help\de_DE\***.html
In these html-files there are a lot of help information for the TL-User.
But in TL I can't find any help-button to see these information from above.
Maybe someone can helb me to make the TL-Help visible in my TL-installation, or can explain the use of these files.

A lot of people read this item, but nobody writes something about these mystic HTML-Files.
My questions are:
For whom are these files?
Can I make these files visible in Testlink?
How can I make these files visible?
Are these files only "just for fun", without any use, inside the Testlink-installation??
