Could you tell me which PHP page should I refer to and which one is the Build/release page.

When editing testcases, there is a button to "Upload new file", for adding attachments.

The file is lib/testcases/archiveData.php. Know that there are template files involved, and sometimes URL parameter expected -- depending on the script, so this task might not be as simple as you might expect.

Post again, though, if needed.
