A Link to the root level of a requirement tree?

So I want to be able to send out link to the requirements for new functionality and add a copy link to the view requirement page. I want this to work at the root requirement level and the individual requirement level. Any ideas? I thought I would have to edit /lib/requirements/reqView.php but that does not appear to be the case.

I know the link for the individual requirement is

http://<server>/lib/requirements/reqView.php?item=requirement&requirement_id=<id #>
