How to delete users

Hello,

I have testlink 1.8.3 and i cannot delete users on web application, why ?

Its not possible to delete users. You can only deactivate a user.

Does not displaying test cases if user of that testcases is deleted

That is true, you can't delete a user within the GUI.
However, you can go into your database and find the user table.
Then you can browse that table and find the user you do want and delete and delete them.
I am not sure how this will affect testlink and test cases.
But you can do it for sure.

Well at least I could do it, and I am using using MYSQL with phpmyadmin interface.

It's save if you are 110% clear that this user doesn't edit any data (except personal). I.e. it was guest for all time.
