Can I assign testers based on "builds"?

We do several "cycles" of testing. (We call our builds "Test cycles") Is there a way to assign testers based on different builds? For example tester "joe" is assigned certain tests for cycle one, but for cycle two i want to assign him different test cases.

Also, on test metrics, it shows all our cycles of testing and the status for each cycle. However, under "Results by Tester" it shows only the info for cycle one. Is there a way to display all cycles in this area?

No we do not assign by builds, we do it by test plan/test project.

And regarding the results by tester its overall not the first build.
