Not able to create Test Plan in TL

I am trying to create a new Test Plan under Test Plan Management
but i am seeing a blank page every time i click Test Plan Management link.
My account is admin account So, it doesn't seems to me link a permission issue.

Can anybody Please help resolve this issue?

Please check the Events logging, and see what errors [or warnings] appear. [located near the middle of the tool bar on the main page]

Also, check the Apache [or whatever webserver you might have] logs for similar.

Let us know what you find.
