I deleted some test cases (let's say with numbers 9,10,11) and now if I will create a new test case it will be numberd 12.
Is there a way to make the program to continue to count from 9?

there is no provision on user interface.
you can do something acting at db level on counter field on test project table, but IMHO this approach is absolutely wrong and not recommened,
is like you want on mantis
reuse issue number because you have deleted some issues.
