how to move custom fields to the top of the page?

hi all.
i have added the custom fields to my test cases however it is on the buttom and i want it to be on top of the page before my tester even start to write the case.
also, is their a way to make the custom fields mandatory?

We have reviewed to allow such possibility via configuration in 1.9 version.
Not possible in 1.8. You could modify smarty template to allow it. See gui/templates/testcases/

o.k. so i will have to wait for 1.9 since i don't know how to modify the templates.
but what about making the custom fields mandatory? is this possible?
