Rights for creating test cases by test suite

Is it possible such a thing to be implemented:
For exact role, when create/edit test case is allowed, to be able to select the test suites, in which I want to have this right.

Or is it possible test case delete right to be separated from create/edit right?
Or, at least to have a history log of the deleted test cases ?

Rights can not be assigned on particular test suites or test cases.
Edit/Create/Delete are a single right
