Restricting ability to delete tests

How do I go about restricting who can delete test cases? Especially those with results assosiated with them. I need engineers to have Senior or Lead permissions for most things, but limit the ability to unwittingly remove active test cases.

see config.inc.php you can configure in order to BLOCK delete of test cases that has been executed.
Unfortunatelly is you have right to manage test case you can create and delete
