is there a way to create a test plan template?

Is there a way or a section in testlink 1.7 or any version to create test plan template that can be used across any project.

All the user has to do is pull up the template in fill in the information to make up the plan.

sure. create one testcase, edit it to your needs (i prefer a table layout for it), then copy it whereever you need it.
i did that as well, as my company has some specific requirements, how a testcase should look like. it works nicely the way i desrribed.
