Assign Test Plan roles is not longer working

Hello,

in our Testlink installation (base on 1.9.4) it is not longer possible (also as an ADMIN) to assign testplan roles.
I only get the msg: Your role configuration do not allow you Assign Roles for Test Plans

But i am an admin ... i should have the rights ??

Because of that i investigate in the db tables and found out that the admin role ( ID 8 ) hat realy not all the possible rights.
So i put in the missing rights but nothing changed...
Because of the fact that we use TL now since some years and have done some updates i guess it could be a problem of the db update scripts ??
This means probably the db is not consistent ?
But i have check the tables:
rights
roles
role_rights
and compared it to a 1.9.6 original db and found no significant difference.
So is there a table missing or where else can i check for what can be the problem ?

Hello again,
in the meantime i found out,
when i copy the directory: D:\htdocs\testlinkTest\lib\usermanagement
from 1.9.5 to my testlink installation,
than

Assign Test Plan roles

is working, but now

Assign Test Project roles

is not longer working
with a similar error msg: Your role configuration do not allow you Assign Roles for Test Projects

so this can be a hint of the real problem, but i am not a good php programmer, so until now i can't
recognise the difference.
So maybe someone can give me an advice how can i solve this problem ?
