Reorder VS. resequence steps

Maybe I don't get it, but what is the difference between this first button "Reorder steps" and this other one labeled with "Resequence steps". Can you explain?

Of course. Reorder did work and Resequence did nothing - at least nothing that was recognized by me .

requence has sense when you have leave holes in steps 1,4,5,8,9 => will become 1,2,3,4,5
