Thought I might save someone some time.. I searched the forum and googled and had to (gasp!) resort to reading the install instructions but here it is for the forum. (Wish this were "false" by default...)

5.6.2. Login related configuration
TestLink allows new users to create accounts with default role by "New user" link on login page. It speed-up user administration procedure. Administrator could disable this feature to fully control users in system by setting of the next parameter to value FALSE:

At this point we do not care about the default behaviour as we have turned the ability for anyone to create an account off as I outlined in my post, however in general I think it should be turned off by default as that offers a higher level of security for clueless users who enable TestLink on the public Internet. I'm sure someone has a script that will open spam accounts to sell gold and viagra using that link!
